oNCE UPON A TIME
Consultancy for Organizational Research and Development was started and registered in 2014 to meet the increased need for Monitoring and Evaluation (M&E).
Consultancy and consortium arrangements as opposed to full time engagement was the most optimal way to meet the multiple demands on the few practitioners at the time.
This was an interesting time to be an M&E practitioner in Kenya. The new Constitution had just ushered in 47 new devolved governments who had to figure out how ways that their citizens would have access to basic services and development with health being top on every list. The new County leaders needed all the support and technical assistance they could get to put in place Strategic Plans and to measure the success of interventions and in the long run put in place evidence backed policies.
This period was also turbulent because the uptake for Monitoring and Evaluation profession was still weak in Kenya especially outside of the Not for Profit space. There were practitioners who were academically grounded in the field initially drawn from various sectors, who had undertaken second degrees with a focus on Monitoring and Evaluation.
This new crop of practitioners brought to the development space, the government and even to corporates a new way of doing things – results based management, Evidence based decision making and policy, outcome harvesting, success and best practice identification among many others.
